I first saw that kind of « art » with Anton Corbijn when he was directing Depeche Mode and specially Dave Gahan in their video for their first single « Barrel of a gun » for their album ULTRA in 1997, sure somt others did that previous to this but it’s the first time I paid attention to this way of painting eyes over lids:
